XAVIER UNIVERSITY, Alumnus Frederick Carter, ’69, who was National Alumni Association president for the six years and established the Norman C. Francis and Blanche Francis Endowed Scholarship and raised more than $100,000 for the new chapel, was honored as Xavier University of Louisiana’s Victor H. Labat Alumnus of the Year at the 2013 Alumni Homecoming Gala.
